DOVER, Del. (AP) - Charles Blizzard was sentenced by a Delaware judge in June to a year of probation after pleading guilty to offensive touching.
That's a far cry from the life sentence he was given for the fatal beating of a man in 1982, when Blizzard was 17 years old.
Blizzard, now 52, was released from prison in 2014, one of more than a dozen convicted killers in Delaware who were resentenced after initially being given life in prison for crimes committed as juveniles.
After the U.S. Supreme Court outlawed mandatory life without parole for juvenile killers in 2012, the General Assembly revised Delaware's sentencing laws in 2013. Lawmakers mandated a minimum sentence of at least 25 years for anyone convicted of first-degree murder for an offense committed as a juvenile.
Life without parole also remains an option for juveniles who commit murder in Delaware, but they are entitled to petition for a sentence review after serving 30 years.
Since the law was changed, 14 juvenile offenders serving life have been resentenced.
Of those 14, five, including Blizzard, have been released from prison. Four remain on probation for offenses committed as juveniles, including Kevin Thomas, also known as Khalil Abd Ar-Rashid, who recently walked away from a work release program. Thomas shot an 18-year-old Wilmington man in the face in 1992 over a drug dispute.
Also on probation is Charles Quillen, who was given a mandatory life term in 1988 after pleading guilty to beating an 18-year-old man to death during a burglary.
Another probationer is registered sex offender Linwood Shields, who was sentenced to death by hanging in 1975 for raping and killing a 54-year-old woman in her Millsboro home in 1974, when he was 15. Delaware's Supreme Court set aside Shields' death sentence in 1977 and ordered that he be sentenced to life without parole.
The other probationer is Keith Warren, convicted of killing a man with a baseball bat during a brawl outside a Dover nightspot in 1991.
The other nine offenders remain behind bars, including Donald Lee Torres, who was 14 when he set a fire in 1989 that killed a man, his wife and their two young children at a Middletown home. Torres was resentenced in 2014 to 110 years in prison, making him eligible for a sentence review and possible parole in 2019.
Only one Delaware inmate is serving life without parole for crimes committed as a juvenile.
Michael Jones was indicted in 2001 on three counts of first-degree murder committed in 1999, when he was 17, but he was not tried until 2005, when he was 22. The jury recommended the death penalty, but before Jones could be sentenced, the U.S. Supreme Court ruled that capital punishment was unconstitutional for juvenile offenders. Jones was resentenced in 2014 to life without parole for the drug-related killings of Cedric Reinford and Maneeka Plant, the granddaughter of two former state representatives. At the time of the killings, Jones was the subject of a separate murder warrant in Connecticut.
Another inmate, Desi Sykes, was sentenced to life in 1990 for fatally shooting a man in Dover in 1988. That sentence was interrupted, however, by a life sentence he received as an adult in 1996 for the attempted murder of a prison guard, who was beaten with a horseshoe and stabbed in the eye. Sykes also must serve an additional 105 years for the prison assault before resuming the juvenile sentence, which was modified in 2014 to 30 years.
Meanwhile, court records indicate that convicted rapist Warren Wyant is likely to be paroled effective July 1, 2018. Wyant was 16 when he repeatedly raped a 25-year-old pregnant housewife at gunpoint in 1982, threatening to kill her and her two young children. He was sentenced to life in prison in 1984 but was resentenced in 2014 to 56½ years in prison.

Pros and Cons to living in Delaware
Pros to living in Delaware.
1. No sales tax.
2. Low property tax.
3. Wide range of eating establishments.
4. 45 minutes from the ocean.
5. 88% high school or higher learning but not a BA degree.
6. 30% or higher with a BA or higher degree.

Cons to living in Delaware.
1. High Crime rate.
2. Many low income housing complexes in any 1 town.
3. $300 million debt with population less than 960,000
4. Heavy traffic from tourists- NJ, PA, VA and NY.
5. Road construction projects
6. $30,000 yearly average income
7. $1,500 average with mortgage.
8. $445 average without mortgage.
9. Average rent $1,018
10. Many long time running businesses closed and or relocated out of state.
11. Many business fees and start up fees which some are high.
12. Lack of programs for juveniles.
13. Who you know and don't know work place.
14. Homeless is on the rise with no plans to help.
15. Less people staying in Delaware after retiring.
16. Less farms.
17. Less tress.
Speaking from my point of view and opinion only. While one would like to speak highly of their state, I cannot say I can do that. I have weighed out the pros and cons. Delaware is not business friendly. Delaware is not work friendly. Delaware is a hand out state and caters to criminals rather than military veterans. A lot of road construction on busy roads which backs traffic up. While a great portion of revenue comes from tourists in the beach areas, they are rude and drive horrible. The lower part of Delaware is not more important to north Delaware. It is known as slower lower. Lower Delaware is like the hand me downs. Whatever the north gets first, their left overs come south. Delaware has not had a Republican governor since 1992. It does not matter if you are qualified for a job. If a employer is friends with someone without the qualifications and they are seeking the job you are applying for and you are qualified for, most likely the job will be their. Community college tuition is on the rise. 30 days before the start of fall 2016 semester, tuition was $115 I believe and then it was raised to $135. Summer 2017, word was tuition is being raised again. This is a community college! Looking to leave Delaware and not look back.

Violence
Watched an interview on violence in the Salisbury, MD. A mother wants to hold a rally against violence due to the recent 2 murders at Denny's about 2 weeks ago. Her 15 year old son was shot and killed 2 years ago in a drive by. I'm going to lay this out and not beat around the bush. These murders, shootings and robberies are brought on by the person themselves. They are out at 1 am, in high crime areas, dope dealing and other criminal activity. The parents are not involved in their children's life until they become a "victim". Your child is 12 years old and out on the streets past 12 am? Horrible parenting and you should be charged with neglect. You are not providing anything for your child. You're not a parent because real parents would not allow their kids to be out at that time of the night. Negative interactions with the police and then they want to get all lovey and stress they are the best parents. BULLSHIT. You are the reason why your child is a "victim". Rant over!

Summer College
Summer classes are wrapping up. We had our last face to face class last night. There are some classes I wished would have a few more days or weeks to go because they are just that great. General Psych.
BUT, on the other hand, online accounting,,,,,, What is supposed to be a 16 week class in regular season is 10 weeks for summer. HORRIBLE! The instructor did not reply emails in a timely manor. The accounting program the college adopted was horrible. It took some of us 5 weeks to actually get the understanding of it. We took a few failing grades. The homework took HOURS to complete. Glad I only had 2 classes because I would have dropped others. Just about all my spare time went into this class. Accounting. My major is Paralegal. When the hell will I do accounting?
Other than that, it was a great summer lol

Corruption in the School system

In recent weeks, the Sussex County Post has published two “public service” advertisements paid for by a local taxpayer who is accusing the Indian River School District of financial mismanagement.
Mr. Elder criticizes the district for not providing an explanation or comment on the recent issues involving former Chief Financial Officer Patrick Miller, who was placed on administrative leave in April and retired from the district in June.
Mr. Elder also mentions legal issues regarding Mr. Miller’s previous employment in the Brandywine School District. It should be noted that Mr. Miller was hired by the Indian River School District in September 1998, approximately six weeks before the state auditor’s office began its investigation of Brandywine’s finances. The final auditor’s report was not issued until September 2000 and Mr. Miller’s criminal case was not adjudicated until November 2000, more than two years after he was hired by IRSD.
Furthermore, the ad refers to Mr. Miller as “Superintendent Bunting’s CFO” when, in fact, all district employees, including the superintendent, are hired by the Board of Education, which is the school district’s governing body. Mr. Miller was hired in 1998 under a previous superintendent, administration and Board of Education. He remained on our administrative staff after Dr. Bunting assumed the superintendent’s post in 2006.
Mr. Elder’s ad also alleges a “cover up” of perceived financial mismanagement by the district.
Mr. Elder’s ad also contains the inaccurate statement that the superintendent announced a “$7.3 million shortfall.”
AND HERE IT IS
Mr. Elder goes on to state that the district has offered no explanation for the “disappearance” of the money. This statement implies that district wasted more than $7 million through financial mismanagement.
Here is my opinion on this matter. Patrick Miller has abused his position in other places. Patrick Miller has yet to be charged for his involvement in all of this and in his previous employment. Reason why is there are people in higher up positions who will be named knowing about this which the newly elected governor would not want those names to be released. Why? Because he is in good with someone who HE appointed.

What is that noise?
News had an article about 2 Dover Delaware people complaining about noise pollution from exhaust to radio. Every day we read or watch about robberies, murders and shootings in Delaware. But the noise is the bigger issue according to these two people. They also interviewed someone who, like me and most people think, noise is the least problem with the part 1 crime rate jumping up in 2016. 2017 has already shown that it may pass last years rate.
